An unlicensed nwetork with 150 miles of travel is not going to be of much benefit for most people. My point is, there is already an infrastructure out there to connect these areas. Its the space in-between that needs connecting.Look at the map, and you'll notice that most villages are within 5-6 miles of each other for historical reasons (Scotland excepted). Therefore the average sized gap is going to be between these areas or a space of around 5 miles. This is very different to the US where communities are at least 10-20 miles apart.If the idea for this technology is to be all encompassing, it needs to be tuned to the country requirements or it isn't going to work. This means that while the frequency requirements can be universal, the power requirements must be country specific. Its also not just a Europe / US issue. The French population model is very different to the UK one.
